2015-16 OPERATING PROCEDURES
Officers: Officers will consist of a Chairperson, Vice Chairperson, Treasurer, Financial Secretary, Secretary, member-at-large, and former chair. Officers will be nominated by members of the church and approved by vote of the congregation. Officers will serve for a term of one calendar year. Officers may be re-elected for additional terms, but the Chairperson and Vice Chairperson may be re-elected for an additional term of no more than one additional year.
Duties of Officers:
Chairperson: Preside at meetings of the Administrative Council and congregation. Serve as liaison between the congregation and the pastor. Work with the Minister regarding day-to-day church operations. Serve in coordination with the pastor to implement the local church mission and programs effectively. Sign letters and documents as needed on behalf of the congregation. Appoint leaders for each church ministry and other ad hoc teams (e.g. nominating) as required.
Vice Chairperson: Serve as chairperson in the absence of the Chairperson. Serve on the Personnel Committee and meet at least quarterly with each ministry leader. Act as liaison between ministry leaders and Chairperson.
Treasurer: Receive and reconcile the bank statement to the financial giving and disbursement detail provided by the Financial Secretary. Provide the monthly profit and loss statement and balance sheet.
Financial Secretary: Receive and record all contributions to the church. Retain all financial records and receipts. Pay all expenses on behalf of the church and manage financial investments. Acknowledge by letter financial gifts received. Provide annual statements of giving to contributors at the end of each year. Needs experience in MS Excel.
Secretary: Record, distribute and file minutes of each congregational meeting.
Elders: Elders can be elected from the membership of the congregation. They will give general supervision to the spiritual affairs of the church: minister to families in time of sickness or bereavement; provide counsel regarding problems involving members of the church; cooperate with the minister in carrying out the pastoral ministry of the church; attend all meetings of the congregation; and preside at the communion table. Elders will serve a term of two years, with no limit on consecutive terms.
Deacons: Deacons can be elected from the membership of the congregation. They will assist in the general affairs of the church: setting up for and participating in worship, assisting the minister in preparatory work of the church. Deacons will serve a 1 year term, with no limit to consecutive terms.
Administrative Council: This leadership group will consist of all current officers of the church plus the immediate past chairperson and one member at large who represents the membership of the congregation.
Duties of the Administrative Council: Make administrative decisions regarding the day-to-day operations of the church. Assist the chairperson develop an agenda for each congregational meeting. Make recommendations to the congregation regarding items of business brought to the congregation. Approve purchases and routine expenses that are within the budget of the church. Receive and make recommendations to the chairperson and congregation regarding reports from committee chairpersons.
Personnel Committee (Team): The committee will consist of the current Vice-chairperson, immediate past chairperson and one other member of the congregation named by the current chairperson.
Duties of the Personnel Committee (Team): Develop job descriptions for all employees (currently the minister and pianist). Meet with each employee quarterly or semi-annually to review the job description, performance, and performance expectations. Make recommendations to the Administrative Council regarding job descriptions, contracts, terms of contracts and salaries.
Pastoral Relations Committee (Team): The committee will consist of two or three members of the congregation who are named by the Chairperson. One of the members will be someone recommended by the Minister.
Duties of the Pastoral Relations Committee: Meet with the minister as needed to hear personal concerns of the Minister and counsel the Minister regarding those concerns. Report as appropriate to the Personnel Committee and if needed to the Administrative Council.
Ministries: Ministries will consist of Worship, Outreach, Christian Education, Nurture, and Hospitality. The Chairperson will appoint a leader for each ministry and any member or participant of the congregation can volunteer for service on any ministry.
Worship: Assist the minister to plan and conduct worship services and special services.
Christian Education: Develop and implement a Christian Education program for all age groups.
Outreach/Growth: Plan and promote mission –oriented opportunities for the church. Market, develop, and implement plans to grow the church.
Nurture/Hospitality: Assist the minister with visitation of members, participants, and guests to include those who are home-bound or inactive. Promote and provide opportunities for developing social and spiritual relationships among members.
Employees will consist of a minister and pianist.
Duties of the minister: The minister will serve as the spiritual leader of the church. Specific duties will consist of leadership in areas of worship, evangelism, pastoral duties, teaching, and administration as set forth in the employment agreement.
Duties of the pianist: Play the piano for worship services. Select music for the worship service and assist the minister with execution of the worship service.
General Operating Procedures for WFCC
Each committee and ministry will be expected to operate independently to accomplish their stated duties. Money can be expended within the existing budget as needed. Committee and Ministry chairpersons will report to the Administrative Council and make recommendations regarding needed actions. Committee and Ministry chairpersons will report their activities and present motions on behalf of their committee or ministry to the congregation as needed at each meeting. Any Chairperson or member of the congregation can bring items of business directly to the congregation but are encouraged to discuss them with the Administrative Council beforehand.
Meetings: The Administrative Council will meet monthly, and the congregation will meet monthly unless it is deemed not necessary.
